So I know, obviously, that the last enemy needs to be from that level to spawn them. But are they the same rules as other raid bosses? As in, 75 enemies = raid boss spawns and therefore I should go grind some other levels for it?

No it's different in that case. You have to defeat 3 enemies in the event level, then the Queen Bee appears. 

The level has either 1 or 3 enemies, so when you're lucky it will appear after you did it once.

(at least that is the case for me)
