It came out in Japan first and even the concept of Chi and Unchained is originally made for Japan only, so it's only natural they get more.

There's a difference between quality and quantity. There's a lack of interaction that the NA account has. It's not even willing to get user feedback or relay information.

The NA version doesn't have as many players on it in comparison to the Japanese version either. Which is why they get more. Why spend time investing into a less popular version if the other version is more popular?

Incorrect, the North American version has two million downloads so it worth doing whatever possible to maintain those high numbers. Besides, comparing the Japanese user base to the American user base a really weak analogy. Ignoring one segment because it's not popular than the other means nothing regarding the OP post, if anything, you should focus on the less popular demographic so it increases popularity. They don't get more because the install base is higher, they get more because the developers are Japanese and it's easier to deliver to the native country than international territories.

Definitely. The Japanese account actually tweeted information on how the game works, like buffs, and ability upgrading (dots), for example, near the beginning of launch. They also tweet sneak peeks at the next event and draws.

NA is just "Oh, here's an event that started hours ago. Have fun!" Or nothing at all.
