I've been replaying KHIIFM on 2.5 I noticed something a little peculiar, there's no real explanation given in the games, ultimanias or anything.

 

When you initially arrive in the Space Paranoids for the first time, Tron explains that the world was acquired by a "new user" who happens to be Ansem the Wise. However the world/program was renamed to "Hollow Bastion OS" after he acquired it. By the time Radiant Garden was turned into Hollow Bastion, Ansem the Wise had already been banished to the Realm of Darkness by Apprentice Terranort, Braig and the rest of the Ex-Organization members of Radiant Garden. So how would he be able to name it Hollow Bastion OS? It's not down to not having the name of Radiant Garden already because later in KHII, Leon, Yuffie, etc all remember the name used to be Radiant Garden. It's just a very odd detail to note. 

Edit: Or at least I believe it's Ansem the Wise who acquired it, I'm positive it is, but it could have been Apprentice Terranort.

I can't really remember, but I think the original user was Ansem the Wise and the new user is another person who called himself Ansem, now who could this be?

Xemnas appears there in a scene in KH2FM. What makes you think that he or Xehanort's Heartless was the user?

Well the fact that Xemnas was able to use the console to enter the Chamber of Repose would stand to reason for it being Terranort as the previous user as Xemnas is the mind and body of him, which is why he also calls Aqua's armour "friend" and refers to Ventus in Castle Oblivion as his friend, etc.

OK, you just made my point stand out Terranort is Aprentice Xehanort, who is the "new user".

It could be Xemnas because he was in Hallow Bastion in KHFM, who's to say he didn't go somewhere else before/after fighting Sora? Also Ansem (SoD) was in Hallow Bastion as well.

 

Actually now that I got to the point. Xemnas went to the Chamber of Repose while the Heartless invaded Hollow Bastion.

Why would that change anything? The point is that the old user is Ansem the Wise and the "new user" is Xehanort in some way or form (Ansem SoD or Xemnas).

Because I was responding to the earlier point of the new user being Terranort, and Xemnas confirming that as he has the mind and body of Terra, so him being able to get into the Chamber of Repose would mean it's Xehanort.

Exactly, which solves the question, right? Why is it Hollow Bastion and not Radiant Garden? Because the new user was Xehanort some time after Radiant Garden was calles Hollow Bastion.
