There a as simple ruleset than can help predicting a FM edition: 1. If the international release gets more content then there will be a FM edition. 2. If Nomura said there won't be a FM edition then there will be one. 3. If the title is not a remake and published by Sony then there will be a FM edition. Furthermore there are only four months between the Japanese and the international release of Kingdom Hearts 3D and the mandatory enemy reskin of a FM edition is hardly possible with the Dream Eaters. That's why I say chances are high that there won't be a FM version and there even won't be more AR cards either.

Thanks for this image update takaturtle. I was under the impression that the missing two special AR Card Dream Eaters Vacances Seal (バカンスシール) (from the V Jump) and Taihou Kabuto (タイホウカブト) (from the V Jump Dream Navigator guide) can also be aquired by combining dream pieces and the recipes itself through a mode called "StreetPass". I'm not sure if it works but you could try to scan this or this card for the Vacances Seal:
