Can Olaf and Sven count as Sora and Riku's summons? Do you think Elsa has reactions against King Mickey? Can Hans be a boss battle for Sora? How about Maleficent? She could be for Riku.

If it was confirmed, then Riku will have his own story.

Unless it was Kingdom Hearts II, That wouldn't be necessary for Sora.
