Young Xehanort's body type is less built than terras, including his facial structure. The hair is the only really similar thing, and that's probably half coincidental, half showing the connection Xehanort would have to Terra later on. I wouldn't worry about it too much. Lots of people have the same hairstyles and stuff.

i mean looking at old Xehanort, he must have done something really bad to look for a relatively good looking person to a fugly old dude that spells evil all over his face 

He doesn't and he's not supposed to. They have different faces, different hair, and different body shapes.
