I think the forum sigs have been implemented for so long that most members have go used to them so it would be a bit late to take away a feature

Agreed and forums already seem to be disappearing with the rise of websites like Reddit, right?

So, even when I made a picture that followed guidelines and was small, it didn't work. Looks like any new signature isn't allowed for good :'(

That's not true. There are size (width and height) and file size restrictions for the signatures, you must be breaking one or the other. I think there's also an amount of lines limit.
