I apologize if this has already been discussed but in Dream Drop Distance, Xehanort said that he had his eye on Riku to be his Number 13 but how was that possible when Ansem was also planning on completely possessing Riku so that he could also be a Seeker?

If Ansem possesses Riku, that means Xehanort is also getting Riku as a vessel by extension. Since Ansem is Xehanort's heartless, a Riku possessed by Ansem would basically be another Xehanort incarnation and that would make him a seeker.
