he sought a way to find this weapon, which is ironic, given that his former self once wielded one, but was now lost.

That refers to the fact that when fighting Aqua he had a keyblade but he stabbed himself and lost that power...so he never regained that power between BBS and KH 1.

You shouldn't rely on the KH wiki too much, as anyone can change it. It is not confirmed that he lost the power at that time. All he really lost were his memories, including the memory to wield a Keyblade. However, when Ansem the Wise was tinkering with his heart, he awakened the memory in Apprentice Xehanort, allowing him to use the Keyblade again to unlock the heart of Radient Garden.

 

As for why Ansem SoD and Xemnas can't use a Keyblade, nobody knows. However, Nomura did say in an interview that Xemnas just chose not to use the Keyblade.

Well that's interesting...I kinda want to know why anyone would choose not to use the keyblade.

There's probably a reason why Aqua's armor and Keyblade were in the Chamber of Repose, in KHII Final Mix, but it's still unknown as to why. But nobody can be sure if Xehanort does in fact use Aqua's Keyblade/Armor inbetween BBS and KHI.
