I simply wanted to make a detailed list of who I believe the 7 Lights and 13 Darknesses are.

 

7 Lights: The ones meant to protect the 7 princesses of heart

• Sora: Even though he failed the Mark of Mastarey, it is without a doubt our favorite spikey hair protagonist will be one of the 7 lights. He has all the qualities of a hero and even though he allowed the darkness inside him to get the better of him in KH3D, I believe he will overcome this if it ever happened again. Besides "He is the one who will open the Door."
• Riku: He's a master, has concoured the darkness within himself and we all love him. What more can I say. He is one of the 7.
• Mickey: This lovable disney character has held his own and fought with the best from Birth by Sleep to KH3D. Even Xehanort has some respect for this little rodent. He is one of the 7.
• Aqua: Yes, she is stuck in the dark realm. But I believe she will be saved to take place in the final battle. She is a master and still longs to save her friends Terra and Ventus. I believe she will be one of the 7.
• Ventus: This kid still waits to awake from slumber. I believe since I have Aqua listed as one of the seven, she will help Sora find the Room of Awakening in Castle Oblivian so to finally wake Ven from his slumber. He may not be a master, but he has experiance. He could be one of the 7.
• Kairi: One might be wondering why they would risk having a princess of heart take part in the final battle. The only answer I can give is that Kairi will be her own protector. Her time with a keblade is short, but she did not hesitate to come to her friends aid. If Yen Sid and Riku are the ones training her, she could become a powerful keyblade wielder. I believe she will be one of the 7.
• Lea: OMG where's Terra! I will explain latter. Lea jut got a keyblade. Wheater this was fan service or not, he will play a big role in the next game. Even as a nobody, Lea was a loyal friend and quite skilled in combat. His old fried Isa is under Xehanrots clutches and he will not stand for that. He has great potential and is willing to commit to the cause. I see him possible being the final protector.

Before I get into the 13 Darknesses I want to discuss Terra and the prodicament he is in. As far as we know, Terra is still batteling Xehanort inside the body of Apprentace Xehanort/Terranort for control which Xehanort is currently winning. MX himself stated that Terra is still on his side. The Lingering Will is the only part of Terra that can still come to the aid of the 7 Lights. Whether the group can save him in time for the final battle is still uncertain.

 

13 Darknesses: Those that seek the dark. All are an incarnation of Master Xehanort or someone who willingly allowed themself to become one.

• Master Xehanort: The true master mind behind all the evil that has happened. He is the leader of the new organization. He seeks only to gain unlimited power from Kingdom Hearts and shape the universe in his image.
• Young Xehanort: Mx in his early years. Was able to time travel due to Ansem SOD. Was able to manipulate Sora and damge his heart allowing him to be vunruable to the darkness inside him.
• Ansem SOD: The heartless of Terranort. He was able to time travel and teach this ability to YX.
• Xemnas: The nobody of Terranort.
• Braig/Xigbar: Willingly allowed himself to become a vessel for MX.
• Isa: Willingly allowed himself to become a vessel for MX.
• Apprentice Xehanort/Terranort: No doubt he will be making a return.
• Vanitas: The dark part of Ventus' heart. He may only appear once in KH3D, but, after being extracted from Ven, MX could have split a piece of his heart and turned Vanitas into a vessal. This, however, is a theory.

The other 5 of the 13 darknesses may be other incarnations of Xehanort from different times or someone who willingly became a vessel. They are up for debate.

About Vanitas, that maybe true, considering the Golden Eyes and as for the others, i think they are either Marluxia, Larxene, Demyx and/or Luxord or their Somebodies at least, only this time, with Pointy Ears and Golden Eyes, like both Xigbar and Isa, this would also explain on why they weren't seen along with the founding members of the 1st Organization XIII when they had returned to being Somebodies at Radiant Garden, also, maybe Ventus-Vanitas might be included among the new 2nd Organization XIII's ranks.

I doubt kairi will be one of the 7 heros. yes she was hinted, but i doubt she'd play a major role, if she is one of them, i foresee her getting captured first, as someone they are supposed to protect on the front lines? if she has ANY recent experience then yeah, also xehanort said the lights will come naturally. she was hand picked by yensid as he needed someone to be a 7th light, thats not naturally, thats the opposite of it . Lea on the other hand, was naturally choosen due to the fact he couldn't summon one, when he wanted, but when he did it randomly in the tower it came, hence he is one of the chosen wielders.

 

and about terra, xehanort hasn't stated that terra was on his side yet, actually, he said "sora and the last one are with me" which refers to mickeys "7 keyblade weilders, sora, me, riku, those 3 (hence mentioning terra) and.....*looks around the room as it seems like he knows who the last keyblade wielder is and who is in this room* (maybe eraqus, or maybe someone new) but i don't believe its terra, as xehanort himself states "three of the lights are still missing" which was refering to sora, aqua, but the third one, is terra, due to the fact that xemnas knew ven was in the chamber of awakening and mickey knew where he was too (not how to find him, just where he was). unless, the translation was wrong ofc, and it is terra, but i don't think it would be 100% wrong.

i think terra is still one of the 7 lights and i think roxas and kairi have a better chance then lea, because in kh3 sora still has to rescue everyone and terra and roxas r one of the people needed to be saved. i dont know about mickey being but one of the 7 lights but he might be. Since lea is already saved,i guess, he could be instead one of the lights instead of mickey, but this is just my theory

Malificent as darkness anyone?

It'd kill me to see Nomura waste the dream team on the second organization as they were some of the best characters. It wouldn't make any sense to have them cooperate with Xehanort anyway. Marluxia and Larxene wanted to rule alone and Demyx is a total goof. Only Luxord would work and even he didn't like Xemnas keeping secrets and plans from the other members. I imagine he means them when he says "familiar characters" but I seriously hope he does not do this.

I been thinking a lot, but I can't say. These are the organization members I would like not that I think will fill the ranks.
