There are two forms of Dream Eater's. Nightmares and Spirits. Dream Eater's are the forms that darkness take while in the sleeping worlds. Maybe the Dream Eater's survived. Maybe while the sleeping world was re-awoken, the Dream Eaters have re-emerged. In other words, there's the possibility that Sora didn't finish em' all of and their in the re-awakened world still wreaking havoc. Maybe they can even travel to other worlds on their on will. IDK, I want te Dream Eaters to have a full explanation like the Unversed in KH3.
If this isn't the case, then maybe Master Xehanort has reserruct them for various purposes. To train the new protagonists/antogonists or to help conquer the worlds and make them fall into darkness. The Heartless, Nobodies, Unversed, Dream Eaters, And New Enemy would all be nessacary in this game, ad Xehanort knows Heartless and Nobodies alone are not enough for any Keyblade wielder at this point.
