Is there more of an emphasis on Xion in the game's story...

...than on Roxas and/or Axel?

You know, I really don't think so. I think Roxas was defiantely the main focus, not just because you play as him but a lot of things Xion related were sort of on the side. I mean, the story focuses on all three of them, particularly Roxas and Xion (the two in 358/2), but I don't think Xion overshadows everything.

I think Xion helped Roxas develop more as a character and pivotal plot element.

Yes, this! I hate it when people diss Xion, I mean, what story would there be without her?

I share your opinion. :) She is a fully developed character and-in my opinion brought out many, if not all, of Roxas' positive aspects. I wouldn't be surprised if she did that with every other protagonist in the series (Ex: Sora, Riku, Kairi, Ventus, Aqua, etc.).

Nope. The main emphasis was on definetly on Roxas.
