coolwings 1,546 Posted July 4, 2012 (edited) On a PVE server, when you encounter people from the opposite faction in the game world, they can't attack you. The only way you can fight them is if you both have PVP toggled on. on a PVP server, anyone you encounter in the game world can fight you, and you can fight them.
