One of the cool stuff they added was the "Memoir" section, where the player could see stuff like the past games story or the "Theater" menu. But I hear about the NA/EU release and I didn't heard a single firetruck about it. Is it going to be/already is in the NA/EU version?

Err... the reason we heard so much about these things before the Japan release was because, at that stage, we knew absolutely nothing about the game. Everything was new. The NA/EU releases are exactly the same, just translated into English, so yes they contain all of those features.

The only time that it is different is when a final mix is released, the original games are always the same, and sometines NA/EU adds a few things, like in the NA version of DDD they have said that all AR Dream Eaters are obtainable without the AR cards.

Yeah, I read it was in an interview a month or two ago. Plus you can always just use people's scans of the AR cards to get the Dream Eaters.

That was in the Japanese version too I think? That you could make the Dream Eaters anyways
