They actually can drown. From Yahoo answers:

 

Absolutely! If the oxygen levels in the water are too low, the fishwill suffocate, and when underwater, that's drowning. Unfortunately, ina tiny vase, there is almost no dissolved oxygen due to the smallsurface area (providing little room for gas exchange). Also, if ammonia(from fish poop) builds up, it can damage the gills, meaning the fishcan no longer take in oxygen, again, suffocating. That Common Goldfishyou got should easily reach a foot, if not more, and as an adult ataround 15+ years old, should have a 55+ gallon tank or a POND! If youcannot provide it with the proper home, please try to find it one.
