Is it possible to use custom thumbnails on YouTube without being a YouTube Partner?

Yes it is. I was able to do it even before I got partnered with RPM Network. There are a lot of editors (both GMV and AMV) who are able to do that, such as tophergasm or xKatnip. I think I started being able to do it when I had ~500 suscribers (:

Idk :c I just saw the option one day while uploading a video xD And therefore, it has always been there.
