How do you add friends in Pokemon X/Y?

I've heard that it connects to your 3DS friend list, but a few of my 3DS friends who have X/Y still haven't been added to my friend list on there. Anyone know the solution?

    adding friends goes to pokemon x/y, they're connected. But do you mean the PSS or friend safari?

    I think this is it. Make sure you've both turned on the Internet in-game.
