I've seen it once, but whenever I fly to it's current location it flies away.

After more than a dozen times of them running away from you, they'll eventually settle down at the Sea Spirit's Den where you can battle and capture them. It's a total pain in the ass though

No you actually have to go into battle with it 10 times...Thats why its such a pain in the ass

Fool. Go in and out of one town and route until it comes to you.

you have to walk to the route it sucks I know but it seems like every time you fly it changes location so as soon as you see it see how far it is from you and then just go that way and the easiest way to make sure that you run into it when you are in the area is to put on a repel and you will still run into Articuno

Every time you fly, it will change its location. You have two options; 1) walk to the route that its on (which can be really annoying) or 2) keep flying to the same location until Articuno eventually ends up in a route very close or adjacent to the location you are in. My brother uses the second option (I haven't gotten that far into the game yet), but both are unbelievably tedious, especially considering that opening the Pokedex to Articuno's page every time makes things go slowly.
