I've always wondered: Is there a canon explanation for why it's there? Like, who made it, and for what purpose? Is it even canon? 

I've never heard any real explanation for it.

I dunno. there hasn't been a real explanation of it as far as i know, but i haven't read all of the nomura or squeenix interviews so maybe it's lurking somehwere in there.

maybe made by ansem the wise since the organization members in there are made out of data. and who's the only main scientist that used to live in that area? ANSEM THE WISE? or maybe it was some secret project made by xehanort when he was terranort. 

Maybe just for fun? Xemnas got bored while all the rest were doing missions and wanted to kill the bastards he works with???

The Ansem the Wise sounds like a plausible answer and if he did that, then who was he using to fight the data simulations?

It's not exactly canon. It's just an extra area in the game where you can re-fight all of the Organization XIII members. It has little to do with the story.

The Cavern itself is canon. The existence of the Data Organization is ambiguous, but Sora actually fighting them is AFAIK non-canon.

 

You know, I wouldn't mind it coming back in III as some sort of training ground/Colosseum/whatever, put the Garden of Assemblage to good use.
