sigh once again I answer this question but its k :D no because Xion just took the form of one of Sora's memories because she

is the creation of Sora's memories

and she took form of Ven because

Ven is in Sora's heart

braig (xigbar's somebody), had memories of ven, and the connection between sora and ven caused those memories to appear within xion in the form of ven, but apparently only in xigbar's eyes,

in the secret reports, it says that axel saw xion as namine, or he really saw xion as roxas saw her, but he just commented on how she looked like her, idk,

Axel said that she "looked just like Namine" because Namine also looks liked Kairi. Axel has never met Kairi, so instead he thinks of the only other person he knows that looks like Xion. He doesn't really mean that he sees Xion as Namine, just that they look alike.

 

 

We know that Xion's appearance varies depending on who is looking at her. Since she draws memories from Sora and Roxas, Xion can appear as anyone from those memories as long as the person looking at her is connected to those people from the memories.
