i think he might be referring to ansem SOD, because he was a heartless, but he had speech and thought and feelings and a goal, which in turn relates to xemnas

 

btw, i saw the vid, and i think why axel is interested in sora is because he reminds him of roxas, who is starting to become friends with axel, and he might have changed the topic on purpose

Yeah, I believe the man he was talking about was Ansem SoD. In the Kingdom Hearts universe i'm pretty sure they're the only two beings that have managed to keep their feelings after turning into a heartless that we know of so far.

He has at least memories of Aqua and Ventus, Aquas armour he talks to in KH2FM+, and when Roxas falls unconscious of 358/2 Days he says that sleep has claimed him again
