In the scene where MX talks with King Mickey, after defeating YX, he talks about the 7 Guardians of Light, and the 13 Seekers of Darkness. Mickey says the first six are Him, Riku, Sora, and his three missing friends. He is then cut off before he says who the seventh is. Xehanort then says that Sora and one other from that list (Terra) is under his control, thus leaving Mickey three guardians short. Now, what do you think Xehanort is saying about the 7th?

I don't think anyone knew who the 7th Light was at the point, the normal ending leads you to believe it's Axel, but if you went the extra mile and unlocked the secret ending you're edged towards it being Kairi.  Though neither Sora, Riku, Mickey or TAV are confirmed.  Which is a shame, I think Sora, Riku, Mickey, TAV and Kairi are perfect.  

 

I keep thinking it's Kairi, but i'm just gonna let me have my opinion on who's in the 7 Guardians of Light. 

After all, she IS training to become a Keyblade Master, so...

 

 Also Nomura was asked were the 7 figures jumping from the pages the 7 lights and he said "But you're missing Kairi", which seems a bit pointless to point out if she wasn't gonna be significant

Besides, Donald and Goofy are somewhat important to the plot. They're the people who started Sora on his journey(wel lat least they gave him a way to get thruogh the worlds) plus, i think what Goofy said in the secret ending was foreshadowing anyway. "Do ya think we'll ever get to do something important again?" It'd be a cool plot twist, moreso than the obvious choice of every light being the keyblade wielders.

Yeah, it all speculation. Still, that'd be a plot twist that not many people would expect. Im still saying Ven's gonna be a light too, since he technically has no darkness in him, as he was seperated from Vanitas.
