So what exactly was xemnas trying to do in kh2? Why was he fiddling around with kingdom hearts instead of collecting his vessels so he could split into all 12 of them.? i mean wasnt xemnas basically an acting MX with terras body,..

Xemnas' goal was to create the organization to gather 13 vessels for Master Xehanort, but as he said, they were not all fitted to the task. He waited for Roxas, Xion and later Sora to slay Heartless to release their hearts and gather them together. (Note that the Kingdom Hearts in KH2 was not the real Kingdom Hearts, simply a 'collection' of men's hearts) I think Xemnas wanted this 'Kingdom Hearts" to gain power, at least that's what I think.

Accroding to Xigbar in DDD, they were going to "round up a bunch of empty husks, hook them up to Kingdom Hearts, and then fill them all with the exact same heart and mind." This makes it sound like the artificial Kingdom Hearts would somehow speed the transformation from their original selves to full Xehanorts. Xigbar's been a vessel for more than ten years and he still has some of his own personality. Maybe using the power of the artificial Kingdom Hearts would make the shift intantaneous.

Xemnas needed Kingdom Hearts filled so that hearts could be "transferred" into the Org.XIII members .He ,in a way, wanted to complete the original plan . But the Org.XIII members got too much aware of themselves .
