Yes, KH 3D takes place AFTER the events of coded/ RE:coded. Nomura has confimed that it is a totally new game and it's not a remake. It is not yet revealed where the story takes place in the KH timeline

*sighs* hopefully they'll give out new information to us about Kingdom Hearts 3DS in TGS (winter event for video gaming in Japan)

Nomura did hint to certain things that would be included in "the next game", like these two:

It wasn't a trailer, but a technical demo to show what KH on the 3DS would look like. And also to advertise a new game without actually revealing anything.

Its hard to say if it was a Official Trailer, it was more of a Announcement Trailer.

Kingdom Hearts 3D is not really important at this moment, as we should focus on Birth by Sleep English/Possible Final Mix.

And Re Coded Japanese and English.

from the trailer, he doesn't fight the Twilight Thorn because of described, when he is about the fight the Twilgiht Thorn, he wakes up and is sitting next to Kairi on a paopu tree
