There is no confirmation of the scans yet, so it could be drawn by a very skilled artist. Until the next SJ comes out, we will assume that this is leaked images or excellent fan art of "The Last."

True. We may need to wait another week, but Japan stores still gets the manga early, so they already have it right now probably, and are currently scanning the pages, which will lead to inking them for online use. It would take probably 2 to 7 days for this process to finish. That's my theory.

Sasuke is shown with one arm in the leaked art. His arm isn't fixed.

 

How Naruto's arm is fixed is an interesting notion, though. My guess is that he's using Kurama's chakra to makeshift a new arm and keeping it wrapped up to avoid poisoning others.
