The GTA series is always filled with crazy characters. o: That's one of the main schticks about GTA. It's just complete crazyness.

 

On a side note Watch Dogs 2 seems to have taken heavy inspiration from the GTA series, more specifically GTA V. They've got a whole assortment of wacky characters including bringing back one of the better characters (who is wacky) from the first game, and they take jabs at real world people/issues/things (e.g. Scientology and Tom Cruise) just like GTA.
