Chains of Memories.

are you sure and its not KH2 or 358 or anything like that, i feel like i'm going insane here so i'm just checking

Indeed, as Tails mentioned, the statement was made in Kingdom Hearts II, and I believe that it was Ansem The Wise who said that she could control the memories of the people connected to Sora.  If I'm not mistaken, he told this to Riku in the computer room in the abandoned Mansion in Twilight Town!  And if it wasn't there, then he probably told Roxas in Sora's Pod Chamber, but I'm pretty sure Ansem said it to Riku.

Ansem the Wise: "She can interfere with the hearts and memories of Sora and those aligned with him."

- Kingdom Hearts II

Peace!

Actually, it's only referring to the four of them, not everyone else whom Sora has met.

Re:CoM was made after KH2, dude. So that was, of course, added in there since that wasn't in the original CoM.

oooh i thought that was in the original, but i never finished it (literally right before that part xP) so ok then

It was in Kingdom Hearts 2. DiZ said so in the scene before Roxas' final set of dreams before Day 6, that everyone who had met Sora would begin to remember him soon. Also, Namine said so herself on Day 5 when Roxas was talking to her in the mansion (the seventh wonder). And then DiZ restated it himself in 358/2 Days when he was reminding Namine of the nature of her abilities. Up til then, it's only been implied or subtly hinted at in Chain of Memories, as when Sora's memories are affected, so are Donald, Goofy, and Jiminy's. It's likely though that she purposely kept Riku's memories intact, as he is largely unaffected, though perhaps some of his memories got a bit fuzzy after Xion's destruction and his transformation into Ansem, as he told DiZ that "the haze is clearing" from his memory, and he is able to remember Sora a bit better. Still, for the whole year that Sora has been asleep it seems that Riku has managed to hold onto his memories of Sora for a long time due to his strong will to help his friend, similar to how Kairi retained small parts of her memories of Sora due to their close bond.
