Motomu Toriyama's new project could well be developed by Eidos or at least partly. Why you might ask?
Motomu Toriyama has a good relationship with Eidos, as Yoshinori Kitase pointed out. Toriyama spoke to Eidos right after Square Enix acquired them to learn from them and see how their development is run, he used what he learnt from Eidos in the development of Final Fantasy XIII-2 and Lightning Returns: Final Fantasy XIII.
Then after Lightning Returns: Final Fantasy XIII, you've got him and game design director, Yuji Abe talking about the possibility of an Eidos-developed Final Fantasy game. Like Kitase did when he teased Mobius Final Fantasy, Toriyama and Abe might have been teasing their next project.
