I remember the developers saying in a certain article that they weren't able to use the cell shader on the ps2/wii to its full potential. I'm assuming that they wanted to remaster the game on the ps3 because they probably wanted it to look the way they originally wanted it to look. I may to incorrect, but I do remember reading an article or something about the graphics of the original Okami not looking the way they wanted it to be.
