Sites for drawing usually come with public "audiences" or other people who draw with you. And randomly drawing is stupid without inspiration or purpose. If you have an idea of what you wanna draw, then draw. If you WANT to start off on a site, use iScribble. It's public, but it has free memberships, and has very good layering and coloring tools.

Paper drawing is easier, though... Using copic markers and graphite are best. Js. It's better to learn how to draw on paper and then start on the computer.

(lolwat if you mean like recolors then yeah recolors are bad. Don't edit others' work because that's stealing.) Start with Portable Paint Tool SAI and when you get enough money (or time), get Photoshop or something manga-oriented. Using MS Paint is firetrucking horrible, I know from experience.
