You'll have to wait for part 4 since you'll find a better joestar since Joseph is a shell of what he is then. Part 5 is not super but it works. for sure it is not Part 4 in quality.

He probably didn't want to do it anymore. He still had to cover like 4 games and it might have been too much for him. And only hardcore fans read it anyway, so his publisher might have just cut him off.
