What unused Disney villain should be a boss in KH3?

I'd love all of the above but I have two favorites:

- Silver because he's a double agent for the villains

- Commander Rourke because he uses the heroes for his own dark agenda. 

Both of which would be totally unique in KH.

    I can't believe that no ones said this, but for me its King Candy/Turbo!  Seriously, his bug form is screaming boss material!  But I just really want Wreck-it Ralph to be in KH3, so I could very well be biased.
