I think its because it symbolizes friendship, since axel was the first one to give roxas an ice cream and he eventually got addicted to it, and it was the only thing he got close to feeling something that isn't just working and wearing himself out.

For the SS Trio, the ice cream represented friendship. They lacked hearts (at first) so they lacked the feeling of friendship. That’s why Roxas says “who else will I have ice cream with?!” when Xion is fading away. He’s asking who else is going to be his friend if he doesn’t have Xion.
