I'll be very surprised if they don't announce a game doesn't have to be Kingdom Hearts 4 necessarily

I believe Nomura mentioned wanting at least one side-game (MoM) between KH3 and KH4 and that we wouldn't need to wait as long for a main series installment again. There's potential for KH4 announcement but I wouldn't bet on it myself
