I feel like the reason why they didn't want air combat is because they want the characters to have unique strengths and weaknesses. If Cloud or Tifa would have a decent air combo it would make Barret basically worthless. They would need to introduce a way for Barret to have a combo with a ranged weapon and I have never played a game that did this right
