I'm wondering if he meant about Ventus or Sora because there has to be a bit of Terra's memory inside of him. So thats why Xemnas also sent the other members of the organisation to Castle Oblivion.

Also, (I apologize if what I'm saying is almost exactly what he said) what Sir Adamus said, about how Xemnas said "I've been to see him. He looks a lot like you." Xemnas had no access to Ventus at the time, especially since it would be impossible for him to find Ventus in the Chamber of Awakening because of what Aqua did to CO in BBS.

 

Also, he had just recently been to HB to fight Sora, which would prove that he was talking about him, but what KH125 said is also partially true, he also went to fight Sora to obtain memories from him to create Xion. It's provable because of how he went through Sora, exactly like Marluxia did before he gave Sora the Traverse Town world card; "I merely sampled your memories".

I think you have to remember that we're only seeing Sora and Roxas as video game characters. Within the Universe, they are very similar in appearance. Aqua even states in BBS that Sora is a button for Ven.

Yep, all true.

 

It makes sense that everything is planned ahead, otherwise how would you explain the seashell disappearing during the opening scene of KH1. They would have no reason to put that in there if they were not thinking ahead in the game. How I see it, the shell represents Xion, after all, it is the same shape and practically the same color.
