I mean... yes. I'm pretty sure he meant that in both a figurative and a literal sense. Obi-wan cut of his legs, his one remaining arm, and left him to burn alive.

That's the literal part.

He could've done the humane thing and put him out of his misery, but chose not to. Thus fueling Vader's hatred for the Jedi and particularly Obi-wan even more. Which would be the figurative part.
