No. Roxas is Sora's Nobody, which is why he can have one. He can use two because Xion's death awoke the ability to use a keyblade in Ven's heart, giving him a second one. And then when Roxas merged with Sora, he gave Sora the ability to dual wield.

I think you meant "heart" but it doesn't really have anything to do with Ven's heart being pure light. Ven and Sora both are Keyblade wielders:

Sora's body + Ven's heart= Roxas (dual-wielding)

 

And Xion was created from Sora's memories so when she disappeared she and the memories went into Roxas awakening the second Keyblade.

Ven doesn't have a pure heart, just had the darkness removed from it. When he and Vanitas fused, Ven's heart went to normal. However, after Vanitas was defeated, Ven's heart was left severely weakened, so it had to go to Sora.

 

Also, Xion wasn't created by Xemnas himself, but by the Replica Program that Vexen made, though that doesn't have anything to do with Roxas and Sora's dual wielding.

Her appearance is different to everyone. Axel and Roxas see her as the black-haired Kairi, Saix sees her as a faceless puppet, and Xigbar sees her as Ven.

really, i always wondered about that cutscene and after what you said earlier, that was my guess. but thanks for explaining it anyway.

No, Xion is not a Nobody. She is a replica of Roxas with some of Sora's memories, namely his memories of Kairi. She was created by Organization 13.

So Xion is an imperfect copy of Ventus with Sora's memories?

Technically, yes.

Like many people said, I think Roxas basically had his ability to wield a Keyblade, and after absorbing Xion, got her power too. I think people are overthinking this.

That's not dual wielding. That's a command style that has six blades of wind, one replacing the Keyblade. Dual wielding is when you wield two Keyblades.
