maybe not fully planned out but Nomura has said he has the basis for most of the story in his head.

Probably not all of it. He probably only had planned that Xigbar or his somebody would meet some keybladers before he met Sora sometime.

Well, if he's anything like me, he would have created the sequel's (BBS') plot and characters and then when KH2 was finished. He could focus on BBS and the parts of the story that needed filling in.

Well Seeing as Xigbar is Braig well, Obviously he knew Ventus. Also Nomura did mention the three characters in a way during the secret ending of KH2. Also he saw Ventus when he looked at Xion before KH2 so it's possible it struck a nerve and when he saw Sora he saw Roxas and/or Ventus who was "The other hero"

I was thinking that whenever Xigbar made references to anyone it was Roxas, with the exception of him being not as strong as the others. It makes sense because Sora was most closely related to Roxas in the KH2 storyline, Ventus had no role then.

I really don't think he had bbs fully planned out before kh2 but he had the whole plot and everything just didn't start the making of it until later.

But his charater was already designed. He calls Sora a traitor before the battle with him and some other references but other than that I think he was refering to Ven.

I know what I'm talking about, plus what Khoathkeeper said. When did Roxas give Xigbar a face like Ven? Never, thus him referring to Ven.

Xemnas is looking for the chamber of awakening. (Ventus). But Xemnas doesn't refer to Roxas as Ven or talk about Ven. Xigbar, is talking about Ventus with the half the heroes thing, but the same look thing was Roxas(Play 358/2 days to see why)

Xemnas, I think refers to Ven when Roxas goes into a coma by saying something like "So your asleep once again" or "Sleep has taken you yet again" but that's the only reference I can think of. And with the same look thing, my final proof of evidence is when Xigbar said that, Sora had an angry look on his face, in BBS in the Keyblade graveyard when Ven is frozen Braig says "So this kiddo thinks he's a full-fledged Keyblade wielder? He's got the angry look down."
