I think they may have been part of the plan. His main plan obviously was taking over Terra's body but I think MX is where Maleficent got the plan which she executed in kh1. She got Terra to take Aurora's heart and I remember it coming up that Xehanort was already thinking about it i may have read it in one of the Xehanort reports or Maleficent may have brought it up I dont remember exactly but I do believe he already had the plan in mind. As for the first part of your question I really hope they come back for kh3 but they will need to come up with something different than just opening the DtD or else the story would end up being too similar to kh1.

Nah. They've been used. He might try using one imparticular (Kairi) for whatever reason, but I doubt he would go to the trouble of getting them all together again.

Maybe it will be explained in birth by sleep episode 2. Maleficent is the only mysterious disney villain which connects the main characters of the story.

If you may recall, master Xehanort planted many seeds for his future plans. Him telling maleficent of the keyblade was one of them, and so he knew that eventually she would gather the hearts which he would steal in whatever form he would be in (in this case ansem sod). Ansem sod basically manipulated maleficent throughout kh1 indirectly through the heartless. So, yes it was part of master xehanorts master plan.
