I'd say Xehanort would be Number 1

Sephiroth should be somewhere on that list.

Xehanort isn't evil enough compared to the other guys out there. Yeah he's pretty bad but he's just trying to create new worlds using Kingdom Hearts.

 

Where as people like Sephiroth go apeshit, kill entire populations and try to destroy worlds.

Kefka for #1. He destroyed the world. When you get right down to it, Xehanort hasn't done that much. Sure, experimenting on live subjects is bad, but once he got some real power, he didn't do a whole lot with it.

Kejka for number 1, he's a crazy firetrucker

Xehanort has frequently shown the ability to destroy worlds on a whim. Note how he used a ball of darkness to destroy the Land of Departure, and how his heartless used the same technique to destroy countless worlds.
