You cant tell who anybody is or if their good or evil.......WHY?

The members of Organization XIII, Ansem the Wise, Mickey and Riku all wear those cloaks because they keep darkness at bay. Ansem the Wise invented them and took to wearing it when he was in the realm of darkness to keep the darkness out of his already corrupt heart. He then had Riku do the same, so that his heart wouldn't be overtaken by the darkness again.

The members of Organization XIII also came across these cloaks and took to wearing them because they use corridors of darkness to travel. Using corridors over a long period of time, even for a Nobody is very bad for their health I guess. A nobody would probably just sink into darkness or something. It was never really explained, nor how Pluto seems to be able to use corridors without any adverse affects.

The Nobodies in Organization XIII wear the black cloaks to protect them from darkness, since they travel through corridors of darkness all the time. If they didn't have the cloaks to protect them, the darkness could take them, which I guess would kill them.

tutti frutti. Bascially what Keyblade King and Lizzie stated. Though I am curious on how Aqua will overcome the realm of darkness without the coat.

I thought the coat was for traveling through the corridors of darkness that the heartless go through because of how much darkness there is that threatens to consume the people who travel through. That's why I don't think Aqua can be hindered by not having a dark coat.
