Parsidia is a marvel of modern magical and technological engineering. A 52 level city held aloft in the sky by a careful balance between the arcane and science. When it was built some fifty years ago, many saw it like so many saw the discovery of new continents back a couple of hundred years ago, a new place to start off life anew.
Now, while still a jewel of the world's cities, Parsidia is no paradise. The upper levels are all the advertisement clammed, but the lower is not so shiny. Many refuges of wars, natural disasters and so on came to Parsidia for a new start. The same was true of people down on their luck and criminals looking for a new start. The people with the less money are put in the lower levels. While still mostly clean, Levels 21-48 are rather crowded, with levels 47 and 48 little better than slums.
The Sevrel Conglomeration, while having a law enforcement department on Parsidia, didn't fully know how to deal with the Lower Level situation. They had been recruiting and training their Police to be an aid to peaceful citizens and had them highly departmentalized, making truff wars between departments common. It grew steadily worse as time went on. Street gangs sprang up and crime began to rise.
The Conglomeration was considering total eviction of the Lower Levels when a young executive, Matthias Berch, suggested an alternative. He presented a plan to create a special, private agency to help deal with the Lower Levels. Ever much discussion and negotiation, the Parsidia Public Service Agency was born three years ago.
The Parsidia Public Service Agency (PPSA) was made to do just about everything from helping little, old ladies cross the street to taking on street gangs. There are several squads of the PPSA around the Lower Levels, all under the command of Matthias Berch. The first and elite team of the PPSA is led by former Marine, Dominic Lock. She runs what she has dubbed Marshal Team out of an office on Level 29.

- Magic and technology both exist. That does mean you can be a wizard with an assault rifle.
- Non human races are allowed, just don't go over bored.
