I am not sure. But I think he is using magic.

Or it could be a Blizzard variation, like in BBS or Recoded, since it's got a similar kind of command style from the looks of it. Kinda like Blizzard Dash, but staying in place.

It didn't look like that because in this ^^ it doesn't even look like blizzard it just looks like light things around them.......
