"As if" is an American expression, like "whatever" or "get real." At least, it's American as far as I know--I don't know how much they say it in other English-speaking countries, if at all. Um...does that make sense? LOL I don't really know how else to explain it to a non-native English speaker. :P

I know that it is also a common expression in NZ and Australia. "As If" is also the name of a British comedy, so I think its a British phrase as well.
