The keyblade has to also choose you so he had to have deserved it . Look what hes been through and hes saved Sora twice now .Plus whose to say he still cant use his chackrams or fire . Plus i think the keyblade is a matter of need for him at this point for reasons stated above.

Xehanort apparently has Terra under his command, still. Probably one of the hooded people.

Kairi will be the sixth light. Then the last one would be Terra.

However, I think they'll have someone else fill that spot.
