Heartless are Terrible at Gauging Power

Remember that plot point about the Heartless obeying the most powerful person in the area? Honestly, seems to me that they're more likely to obey the token villain of the area. After all, Peter Pan is more powerful than Captain Hook, shouldn't the Heartless obey him? Why can't Riku control Heartless?

I can understand Sora not being able to, he has a keyblade and all, but everybody else is still pretty powerful...

    This has been bothering me too for awhile now. The explanation I could think of what that they obey the strongest one of the area, and the one with the most darkness in their heart. There probably would be an error to that explanation as well...
