In celebration of the FINAL FANTASY 25th Anniversary, the hit titles “PS3™　FINAL FANTASY® XIII” and “PS3™　FINAL FANTASY® XIII-2” Chinese + English Versions will be sold as one package, with the special gift ‘"FINAL FANTASY XIII & XIII-2" Post Card Best 8 Selection’ packed in. This will be sold in limited quantities as PS3™　“FINAL FANTASY XIII/FINAL FANTASY® XIII-2　Dual Pack”. Both titles are the localized versions, with text in Traditional Chinese or English, and voice acting in the original Japanese, made in collaboration between SQUARE ENIX CO., LTD. and Sony Computer Entertainment Asia. This collection will allow fans to fully experience and enjoy the world of FINAL FANTASY XIII.

As far as I'm concern, this is only for the asian region. Of course you can import it if you want to listen to Japanese voices with english subtitles.

    Australia is its own continent.

    Asia (In marketing terms) refers to basically everywhere east of India, besides Siberia and Australia.
