So what Heartless counterparts did and would some of the restored Org Members have? You took the word right out of my mouth! I can only think of two members who could have had boss heartless (not including Xemnas): Xigbar and Marluxia. The only ones I think could have a boss-level Heartless (besides Xehanort) would be Braig and, maybe, Marluxia, though it might just be a stronger Heartless.
