This isn't due to evolution stones, however this Eevee can change back and forth between the 3 evolutions.

2: Well the anime has referred some legends by he/she. An example would be Darkrai, in the movie Darkrai was referred as "he", hence it really being male. I'd assume Meloetta has the same thing going on. (Pff even without the anime, Meloetta will always be a female to me)

1) The shell attached to a slowbro/slowking is no longer a Shelder as it evolved WITH slowpoke, thus immune to the effects of a water stone.

 

2) Ditto is genderless, yet you can get pokemon to BREED with it! There is no required logic for love

 

3) Referencing Ash and Pikachu's fight against Lt. Surge all the way back in season 1 of the anime, Pikachu refused the thunderstone. By this logic, a pokemon must choose to accept a stone in order for it to have effect. In answer, which ever stone Evee chose to accept would determine it's evolved form

That actually makes a lot of sense, and explains why Pikachu could touch the thunderstone with his tail.
